Ships With No Purpose

The Marines have stated publicly and repeatedly that they are out of the amphibious assault business.  Let’s set the wisdom of that aside and just look at what that means for the Navy.

 

From the Navy’s official current ship count, the fleet consists of 220 combatants (carriers, surface combatants, submarines, amphibious ships) in the ‘Active in Commission’ category.[1]

If we’re truly out of the amphibious assault business, as the Marines say, that means that 31 of the 220 combatant ships in the Navy – that’s 14% of the combatant fleet - have no purpose. 

 

If we subtract the 22 LCS which have no viable combat capability, that leaves a fleet of 198 combatants and that means that 16% of the fleet has no purpose.

 

That’s a lot of operating cost, personnel, and resources being devoted to ships that have no purpose.

 

And we’re continuing to build more amphibious ships!

Seriously, What’s Going On With The Navy?

The Navy just recently submitted its latest 30 year plan to Congress.[1]  In it, the Navy laid out ship retirements for the next five years (FYDP), as listed below, showing the year and the number of retirements:

Okay.  We’ve already discussed how retiring dozens of ships (most of them early retirements) while building only half a dozen new ships each year is a bafflingly stupid plan but … there it is.

 

Now, however, it appears that the 30 year plan barely lasted a month … if it was ever a real plan to begin with.  The Navy has announced that instead of retiring 24 ships, as called for in the 30 year plan, they want to retire 39 ships.

 

That’s 13% of the entire fleet.  In one year.  With only half a dozen replacements. 

 

That’s insane.

 

Just as bad as the reckless retirement program is the utter aimlessness and randomness of Navy planning.  As we recently documented, the Navy has been tossing out random fleet size plans on a seemingly daily basis (see, “Floundering”).  Apparently, they couldn’t follow their most recent 30 year plan for more than a few weeks.  30 year plan?  Try 30 day plan.

 

I have to ask.  Is the Navy being run by Chinese agents?

War Five Years From Now

The Navy has publicly stated that they view a Chinese invasion of Taiwan and a war with China within the next several years as highly likely.  If so, what kind of shape will the Navy be in if a war starts, say, five years from now?

 

Here’s an overview of the Navy’s projected condition in 2027 based on the Navy’s most recent 30 year plan which includes the detailed 2022-2027 five year period[1]:

 

  • Burkes will have begun retiring;  DDG-51 is scheduled to retire in 2027
  • 1-2 Light Amphibious Warfare (LAW) will be in service
  • Down to 48 attack subs (SSN) with several unavailable for service due to multi-year waiting periods for maintenance
  • Down to 9 active carriers (9+1 in RCOH)
  • 1-3 Constellation class frigates (FFG) in service
  • Another air wing will almost certainly be disestablished, dropping the number of air wings to 8, as the carrier level drops to 10
  • Early retirement of a carrier is likely
  • F-18s will be woefully obsolete but will constitute the bulk of carrier air wings
  • No great amount of F-35s;  at most, one squadron of 10 aircraft in each air wing
  • 20-50 unmanned, lightly armed vessels
  • Ticonderoga class will all be gone

A total combat fleet of 168 ships is not a lot and 20 or so of that total will be the remaining LCS which have no combat capability due to their lack of meaningful armament and very short endurance/range for the Pacific theater.  The real combat fleet will be about 148 ships!

 

It is also quite possible that the Ford class carriers will not be combat-capable due to the ongoing, and seemingly unsolvable, EMALS, elevator, and AAG reliability issues.

 

The fleet is also projected to have 25 amphibious ships of various types, mostly the LPD-17 class.

 

It is absolutely baffling that the Navy believes war is imminent and yet they’re shedding ships as fast as they can.  If a Chinese agent had infiltrated the Navy and become CNO, he couldn’t do a better job of declawing the Navy than what we’re doing to ourselves.

Counting Unmanned Vessels As Ships

Should unmanned surface vessels (USV) count as ships of the fleet?

 

Regardless of whatever policy the Navy may eventually settle on for counting unmanned vessels as ships of the fleet – or not - it is clear that the Navy already considers unmanned vessels to be fully qualified ships of the fleet.  Every recent fleet size proposal consists of regular ships plus unmanned ships with no functional distinction made between them despite there being a universe of functional difference.  Actually, I stand corrected.  The Navy does see a distinction between manned and unmanned vessels.  The Navy believes that unmanned vessels possess some kind of mystical, super-capabilities derived from their very ‘unmannedness’.  Every statement by every Navy spokesman about unmanned vessels claims that they will enhance our combat capabilities.

 

The problem with these kinds of claims is the failure to recognize that USVs are not ships.  They’re adjuncts, at best.

 

When carefully examined, recent fleet size proposals all call for increased total numbers and yet tend to result in smaller combat forces!  The increased total numbers are provided by unmanned and non-combat vessels (MUSV, LUSV, Light Amphibious Warfare transport, etc.).  Thus, actual warships are being replaced by non-warships which clearly demonstrates the Navy’s misguided view of the equality between manned and unmanned vessels.

 

 

Definitions and Distinctions

 

What is a ship from a practical, combat perspective?  It’s a vessel that is capable of independent behavior, action, judgment, and possesses a range of capabilities.

 

In comparison, what is an unmanned vessel?  It’s a vessel that has a single, very restricted function, has no ability to act independently, and cannot exercise judgment.  It’s the very antithesis of the definition of a combat ship.

 

When a task force goes into combat and ships are damaged or sunk, other ships – and ship commanders – will take their place.  Command will devolve, if necessary, so that someone is always in charge.  If a ship drops out of formation, another will take its place to the extent that numbers allow.  In addition, individual ship commanders will, in extremis, exercise initiative and take individual action which has, historically, often been key to victory.  What happens when the ‘next ship up’ is an unmanned vessel?  There won’t be any initiative.  There won’t be any independent action.  There won’t be any victory.  The ‘depth’ of our fleet will be diminished with every USV procured.

 

When that control link to the LUSV missile barge is severed – either by enemy electronic warfare or by damage/destruction of the controlling ship – that missile barge becomes simply a barge;  an inert, inoperable, nautical paperweight and hazard to navigation.  On a real WARship, the crew is the ‘local’ backup, able to take over and continue fighting in the event that command/control from higher authority is lost.  A USV with a severed command/control link is just a floating barge.  Does anyone realistically think we’ll be able to retain complete, unaffected communication links to an unmanned vessel?  I can’t maintain cell phone connections!

 

There is more to a ship than just the number of VLS cells it carries;  a ship – an effective WARship, that is – includes a commander, a crew, and a host of potentialities that an unmanned ship utterly lacks.  In other words, a WARship is more than just a missile launching barge (which is exactly what the LUSV is!).

 

Damage control by a manned ship can save a ship in circumstances that would sink an unmanned ship due to the absence of damage control capability.  Lacking the capacity for damage control, unmanned ships are one-hit kills;  not just mission kills but actual sinkings.  Do we really want a fleet that includes a significant number of one-hit kill vessels?

 

Today’s supposed combat ships are built very weak and with no armor other than, perhaps, a sprinkling of Kevlar shrapnel protection in a few spots.  The Burkes, for example, had to have additional strengthening strakes added just to withstand the stress of normal sailing![1]  Given the physical weakness of our front line warships, does anyone think we’re going to build unmanned vessels to a higher standard or even the same standard?  Of course not.  They’ll be built to a reduced standard which, again, makes them even easier one-hit kills.

 

Beyond survivability, we all recognize the old adage that no plan survives contact with the enemy.  With human crews and the clear pre-battle conveyance of commander’s intent, the task force can still function despite the disintegration of the battle plan.  Unmanned vessels have no capacity to adapt.  They’ll execute their instructions no matter how little sense those instructions may make after contact with the enemy.



This is NOT a WARship ! 

 


Conclusion

 

Is this discussion just about the issue of whether to count unmanned vessels as part of the fleet ship count?  Of course not!  That would just be a matter of definitions with no real world importance.  The real issue is that by counting unmanned vessels as fleet ships, we’re deluding ourselves into believing we have capability that we do not.  It’s human nature and it’s inevitable that, at some point, people will begin to believe that unmanned vessels are the equivalent of manned ships (we’re already seeing this) and this will lead to fatally flawed planning and doctrine.  It is vital that we clearly maintain the distinction between a WARship and an unmanned barge so that we can accurately and wisely factor them into our planning.

Floundering

The Navy is floundering.  They’re wandering aimlessly, throwing ideas against the wall to see if anything sticks.  Thus far, nothing has – or at least nothing worthwhile and supported by rigorous analysis, combat exercises, and experimentation.  The only two things that have ‘stuck’, in the Navy’s mind, are networks and unmanned vehicles and neither of those enjoy significant support outside the Navy.

 

As an example of the Navy’s floundering, consider the issue of fleet size.  That should be a simple, straightforward statement of fleet size based on a professional warrior assessment of our combat needs, right?  Any semi-competent, professional sailor should be able, off the top of his head, to put forth a required fleet size (and composition) based on years of expertise, experience, and study.  The Navy, however, seems utterly incapable of elucidating a fleet size as evidenced by study after study calling for seemingly random fleet sizes. 

 

Over the last few years we’ve seen plans calling for a fleet size anywhere from 300-500+.  As recently as April of this year, the Navy presented Congress with a 30 year shipbuilding plan that offered not one, but three different plans and fleet sizes!  The three fleet sizes ranged from 316 to 367.  The Navy couldn’t even muster enough professional expertise and analysis to come up with a single plan.  Instead, they offered three plans to cover their collective rear ends from any criticism and to circumvent the need to commit to something, thereby risking their reputations (such as they are).

 

To hammer home the randomness of the Navy’s ‘planning’, the following table presents some recent naval studies and the range of fleet sizes they called for.  Note the wildly varying numbers in a short span of time.  That’s a Navy that is floundering.

Despite this plethora of [random] fleet size studies, CNO Gilday has now released yet another plan with yet another fleet size goal, the Chief of Naval Operations Navigation Plan 2022 [2] which calls for a fleet size of 350+ (he couldn’t even pick a fixed number !).[3]  This plan differs markedly from the one he sent to Congress only a few months ago and it differs from the several plans generated in the last couple of years. 

 

The Navy can’t seem to settle on a plan.  That’s called floundering.

 

Rep. Mike Gallagher, R-Wisc., took to Twitter today to criticize the Navy for its constant number swapping following a POLITICO story that reported fierce in-fighting at the Pentagon over the Navy’s future fleet.

 

“The fact that Congress has received four different answers from the Navy in the past three months alone sparks confusion and ultimately, less effective advocacy,” he said.[3]

 

Exactly!  Why would Congress support and fund any plan since the Navy can’t seem to settle on a required fleet size and a rationale for that requirement?

 

Responding to Gallagher’s criticism, CNO Gilday couldn’t/wouldn’t even defend his nebulous goal.

 

Asked to comment on Gallagher’s criticism, Gilday said the NAVPLAN “is not a perpetual end state. It can’t be.”[3]

 

CNO Gilday is basically stating that the latest plan isn’t really a plan, that the desired fleet size isn’t really a requirement, and that the desired fleet size will certainly change, likely sooner than later.  Is that supposed to inspire confidence? 

 

A noteworthy aspect of this latest plan is the decision to sacrifice quantity for modernization.

 

Amid inflation pressure, Gilday says the Navy "will prioritize modernization over preserving force structure."[3]

 

Shrinking the fleet is not a good trade off especially when the quantity you’re giving up contains significant firepower and the modernization you’re attempting does not.  Modernization that does not increase firepower is a poor choice, indeed.

 

Rep. Rob Wittman, R-Va., had this to say,

 

“By any measure, China has much more capability than we have, we must modernize our Navy [and] we need to do it with a sense of urgency,” he said.[3]

 

Wrong Mr. Wittman!  We need quantity and firepower, not misguided modernization for the sake of modernization.

 

 

Conclusion

 

The Navy is hopelessly lost.  Fleet size and composition plans are a dime a dozen and none seem to last more than a few months.  Our joke of a Navy leadership would rather conduct study after study than commit to a plan.  That’s understandable because they recognize that they have no rationale for any plan.  They lack the professionalism and expertise to conceptualize a plan.

 

To a very small extent, this is understandable since no Navy leader has every seen naval combat or even a realistic exercise.  That being the case, why/how would they have any rationale or experience on which to base a fleet size/composition plan?  Worse, they exhibit absolutely no knowledge or grasp of history’s lessons which could provide the experience they lack and no desire to learn from history.

 

Our Navy and our nation are being well and truly screwed by Navy leadership.  The horrifying reality is that, barring the emergence of a Rickover or Halsey, only a combat disaster can alter the failed path we’re on.

Wartime Production Plan

Over the last few decades, the US has meandered through a variety of military capability plans such as the original ‘2-1/2 wars’ plan[2] which was successively downgraded over the years and through various stages to the current ‘1 regional conflict and hold in another’[3].  The main factor in the successive downgrades was the recognition that the US was steadily losing military capability and, quite simply, couldn’t achieve the previous goals.  In other words, the strategic situations and absolute requirements didn’t change but the US military capability did and the downgrades were simple rationalizations of the reality that our military was growing steadily less capable.  This rationalization is absolute nonsense, of course.  If you believe that your national security depends on being able to win 2 wars and hold in another, you don’t downgrade the requirement just because you haven’t got the ability to achieve it – you keep the requirement and figure out how to achieve it.  You don’t rationalize away the requirement.  But, I digress …

 

What all those plans (and planners) failed to recognize is that they were all fundamentally flawed.  What was the fundamental flaw that rendered every plan invalid?  It was – and still is ! – wartime production.  It was the failure to recognize the fundamental truth that you don’t win a war with the capability you start with; you win a war with the capability you build during the war.  We won WWII with a 6,000 ship Navy but we started with just 233 carriers and surface ships and most of those were old, obsolete, and unfit for modern (at the time) combat.

 

Yes, you might win a small, single state conflict against a hapless foe, as happened in Desert Storm, with just existing forces (note, however, that we could not assemble the Desert Storm force today !) but not a war or even a real regional conflict.  Even existing forces may not be available.  For example, the 22 Marine MEU/ARG was unable to deploy in response to an urgent request early in the Russia-Ukraine conflict.[4]  The Marines, our crisis response force, was unable to respond to a crisis.

 

If you want to be able to win a full war, you need the capability to produce what you need in a very short time frame during the war … while the need is still relevant.

 

Thus, the previous goals stating a desire to be able to win X number of wars should have been a goal to be able to produce enough to win X number of wars.

 

Here’s a truism that planners fail to recognize:

 

The equipment you start the war with is, by definition, largely obsolete.

 

You need the ability to quickly produce modern, relevant, combat effective equipment.  Again, those Pennsylvania class battleships that we were so proud of the day before the war were already obsolete on December 7th.  Now, that doesn’t mean that you can’t get some temporary, desperate service out of the existing equipment … you’ll likely have to!  But, it means that the equipment you win the war with won’t be what you start the war with.

 

In WWII, the United States was not the ‘Existing Army of Democracy’, it was the ‘Arsenal of Democracy’, in recognition of the country’s vast industrial capacity which is what actually won WWII. 

 

Frankly, our unceasing efforts to build large standing fleets of aircraft and ships are somewhat silly and ill-directed.  A mindless pursuit of larger fleets is counterproductive beyond a point.  We could have built 50 Pennsylvania battleships prior to the war but that would have just given us 50 obsolete BBs instead of the 15 or so we had and we would have had a lot less cash for the war. Every ship you build before a war is one more obsolete ship to start the war.

 

Existing equipment serves only to buy time for industry to gear up.  Thus, we should be sizing our existing military not for winning a war(s) but for buying adequate time to allow industry to gear up.  Of course, hand-in-hand with that is that we should be producing viable wartime production plans.  It’s pointless to buy time if you still can’t produce what you need.

 

As we contemplate wartime production, consider this:  today, we totally lack the rare earths needed for all of our sensors. We won't be able to make ANY sensors when war comes. Our computer chip supply is severely limited and we won't be able to make ... well ... anything when war comes because almost everything depends on chips.  And so on.  Worse, war inevitably brings on additional raw material shortages.  I have severe doubts that we can build much of anything during a war.  We simply lack too many critical items and raw materials.

 

If we'll need 6000 ships to win a war, the answer is not to build them before the war, it's to build our supply lines and industrial capacities while developing simple, easily produced, ready to go, ship/aircraft designs. We need F6F Hellcat designs ready to go, not some complex hybrid battlecruiser-helicopter ships with COGASDIESELWARP infinitely cross-connected propulsion drive that will fail every ten feet and that are going to soak up all our funding that should be going to supply line development.

 

Think I’m being overly dramatic about this?  Consider this current example of wartime production problems (and we’re not even in a war!):  having supplied a quarter of the US Stinger air-to-air missile inventory to Ukraine[5], we are now finding out that we can’t produce any replacements.[1]

 

Raytheon Technologies this week announced that it will take multiple years before the company is able to manufacture new Stinger missiles due to "a very limited stock of material.[1]

 

You don’t win a war with the Stingers you have on hand, you win with the tens of thousands of Stingers you produce during the war.  Unfortunately, having no wartime production plan, we now have no capability to produce more Stingers.

 

Similarly, for Javelins,

 

The U.S. already has provided at least 7,000 Javelins, about one-third of its stockpile, to Ukraine, according to an analysis by Mark Cancian, a senior adviser with the Center for Strategic and International Studies international security program.[5]

 

And these are just partial supplies to an ally (Ukraine is not really an ally, they’re more an enemy of my enemy).  We’re not even in a war!

 

The Navy, and many naval observers, are focused on ever bigger and more multi-function ships such as the Burke flight 27 or whatever it’s at now, Ford, and Zumwalt.  Aside from all the problems inherent in those programs, the worst characteristic, arguably, is that they cannot be produced during a war in any useful time frame.  Even if they all worked perfectly, they’re unbuildable in any useful time frame.  Throw in the inevitable shortages of rare earths, computer chips, etc. that would occur during war, and it’s quite likely that we can’t produce any new ships.

 

In contrast, recall that we produced 157 Fletchers during WWII (laid down and commissioned during the war).  By comparison, it takes an average of about 4 years to produce one Burke.

 

One of the issues that we’ve all identified is the lack of shipyards in the US.  Without a doubt, that’s a problem and we need more.  However, the number of shipyards is a much lesser problem compared to raw materials, rare earths, computer chips, and other supply issues.  We could have a hundred shipyards but without large, assured supplies of raw materials, rare earths, computer chips, etc. those shipyards couldn’t produce a single ship.

 

 

Summary

 

We need to stop our obsession with quantifying how many wars we want to win and how big we can make our fleet and armies and start planning for how we’ll produce our way to victory.  We lack many critical raw materials and, worse, have no coherent plan to secure our raw material supply lines.  Now, during peace, is when we should be building our industrial capacity and supply lines.  We need to end our dependence on China for rare earths.  It’s beyond insane to depend on your number one enemy for your number one raw material !

 

Hand in hand with production capacity is the need for simple, basic ship and aircraft designs that have been prototyped, proven, and are ready to go.  All the raw materials and industrial capacity in the world is pointless if it takes us five years or more to produce a single ship due to its complexity.  We need Hellcats and Liberty ships, not Fords, Zumwalts, Burke Flt 27s, and next-generation-warp-capable-invisible-drones.

 

Yes, we need a standing fleet, and a highly capable one, but its purpose is not to win a war but to hold the line until production can gear up.

Massive FY23 Ship Retirements

The Navy just announced that it wants to retire 24 ships next year (FY23).

 

The Navy wants to decommission 24 ships in the upcoming fiscal year to save $3.6 billion over the next five years, the service announced today.[1]

 

The planned retirements are:

 

  • 9x Freedom-class Littoral Combat Ships
  • 5x Ticonderoga-class cruisers
  • 2x Los Angeles-class submarines
  • 4x Landing Dock Ships
  • 2x oilers
  • 2x Expeditionary Transfer Docks.

 

We noted in the previous post that the LCS were being retired in large part because of the now official failure of the ASW module.

 

“They also do happen to be Freedom class, which also happens to have the drive train challenge. But if I were to be completely transparent, that drivetrain fix isn’t an exorbitant amount of money,” Gumbleton [Navy deputy assistant secretary for budget Rear Adm. John Gumbleton] added, referring to the 9 LCS. “But when you target your savings at one variant, there’s savings programmatically instead of having to sustain two different lines. So, collectively, ASW [and] drive train, led us to this.”[1]

 

And yet,

 

Asked about decommissioning the 9 LCS, Meredith Berger, who is currently performing the duties of the under secretary of the Navy, said doing so allows the Navy to “free ourselves of some really costly repairs and maintenance.”[1]

 

Are the Admiral and the Under Secretary on the same page?  One says that the drivetrain fix isn’t that expensive and the other says it will be really costly.  Get your stories straight, people!  You’re looking like the morons you are.

 

Are all those 24 ships past their service lives and ready for retirement?

 

Sixteen of those 24 ships have not yet reached the end of their service lives, meaning the Navy will need to ask for waivers, Gumbleton noted.[1]

 

What is with this insane pattern of early retiring ships?  I hope all you naval observers who keep calling for 40+ year service life ships with future proofing and upgrade capabilities built in are grasping this.  All you people who keep arguing against my proposal to build ships with a 10-20 yr service life need to reconcile this reality with your fantasies.

 

The Expeditionary Transfer Docks are the former Mobile Landing Platforms which the Navy assured us were absolutely vital to amphibious assaults.  There are two MLPs, the Montford Point and John Glenn, and they completed trials in 2013 and 2014, respectively, which makes them 10 yrs old and 9 yrs old in 2023.  Another nail in the coffin of amphibious assault.  Which begs the question, why are we continuing to build America class amphibious assault vessels and why are we continuing to operate amphibious assault ships?

 

Didn’t we just do a post that discussed the Navy’s belief that we will have a war with China in the next 8 years?  And we’re still retiring ships as fast as we can?  That’s more insanity!

 

In FY23, we’re retiring 24 ships but we’re only building 9.[1]  Can anyone do the math on that?  It’s over my head and, apparently, the Navy’s!

 

Here’s the Navy’s new construction request for 2023:

 

  • 2x Arleigh Burke class Flight III destroyers
  • 2x Virginia class submarines
  • 1x Constellation class frigate
  • 1x San Antonio class amphibious transport dock
  • 1x America class amphibious assault ship
  • 1x John Lewis class oiler
  • 1x Navajo class towing, salvage and rescue ship

 

Ignoring counting the tugboat as a warship, that’s 8 new ships while retiring 24.

 

Again, tell me why we’re early retiring the Mobile Landing Platforms while building America  and San Antonio class amphibious ships?  Are we in the amphibious assault business or not?

 

We retire two oilers and build one.  Again, someone do the math on that.

 

The Navy’s own projections call for a decrease in fleet size from 297 ships in 2022 to 280 in 2027.  Ah … is that the direction we want to go when we’re expecting a war with China in the next 8 years?  Also, bear in mind those numbers hold only if Congress gives the Navy everything it wants for new construction.  Any markdowns will make the drop in fleet size even more pronounced.

 

Regarding budgets and fleet size,

 

Gumbleton said the request accounts for inflation, with five percent “real growth” for the Navy … [1]

 

So, a five percent real growth in the Navy budget results in a 5.4% drop in fleet size.  The budget goes up and the fleet size goes down.  Ah, Mr. Gumbleton, are you sure you’re getting your money’s worth from the budget? 

 

Before we close this bit of insanity theater out, there’s one more entry:

 

For personnel, the Navy projects cutting about 10,000 sailors between FY 2023 and FY 2027.[1]

 

Didn’t we just do a post about the Navy being short several thousand at-sea billets?  Yes, we did!  See, “At-Sea Billet Gaps”.  So, the solution is to cut 10,000 sailors?  Math, please … anyone?

 

The Chinese could not do to our Navy what we’re doing to it ourselves.

 

Some of you think I’m too hard on our Navy idiots leaders.  Still think so?
