Stop Talking, Start Doing

“We won World War II with seven four star generals, Shannon. We have 44 today … Has it created better outcomes or not? We’re challenging a lot of assumptions at the Pentagon to streamline what we do so that we get as many resources as possible to the warfighter.”[1]

So, stop talking, Pete, and start firing people.  Arithmetic says, 44-7 = 37.  I’m waiting to see 37 generals fired.  Otherwise, it’s all just talk and you’re no different from your predecessors. 
 
Stop talking and start doing.  What are you waiting for?  Don’t disappoint me.

Trans Military Policy

It has been rumored in reports that Trump may ban transgender people from serving in the military.
 
Rep. Nancy Mace, R-S.C., applauded the report that President-elect Donald Trump is poised to — once again — reinstate a ban on transgender people in the military, telling Newsmax on Monday that the Biden administration's policy is "total hypocrisy."[1]
 
"We want killers. We want people who are meant for combat," Mace said. "If you're on these gender hormones, you're not deployable. So why are we bringing people into the military you can't deploy? I'm scratching my head. We're better than this, we're stronger than this."[1]

This issue encompasses political, sociological, psychological, and practical aspects.  I’m going to discuss the practical aspect of this which, assuming Mace is correct, is that people going down this path may not be deployable for significant periods of time.  It is mandatory to recognize that the military is not a medical service for people to change lifestyles and genders; it is a killing machine and that requires that all personnel be deployable at all times, barring unavoidable medical illness which is only a very temporary condition.
 
The starting point in this discussion is the recognition that the entire transgender issue in the military is predicated on a faulty basis as demonstrated with this statement:
 
Service members with a diagnosis from a military medical provider indicating that gender transition is medically necessary will be provided medical care and treatment for the diagnosed medical condition … [2]

This statement pre-supposes that gender transition is a medical necessity rather than a choice.  A medical necessity is, by definition, a procedure or treatment that, if not administered, will threaten the life of the patient.  A desire to change gender is not a medical necessity.  Failure to do so does not threaten the life of the patient.  Thus, again by definition, it is a choice and the military should not be in the business of providing elective procedures that are not medically necessary.
 
The following passage from a DoD handbook on the subject demonstrates some of the impacts of gender transitioning on military service.
 
Transitioning gender may have an impact on several different aspects of your career including deployability, assignment considerations, medical classification, and aspects of individual readiness (e.g., physical fitness, body composition assessment, and professional military education attendance). Since the impact to your career could be significant, it is strongly recommended you discuss this with your commander and/or mentor.[3]

There is no logical rationale for the military to assume the responsibility for a voluntary, life-changing medical process.  Service members wishing to undergo such a process should be given the choice of serving out their term and beginning the process in the civilian world upon discharge or taking a less than honorable discharge (for failure to serve out a contractual term) to begin the process in the civilian world immediately.  In no case should the military bear the financial brunt of an unnecessary medical procedure that results in a non-deployable service member for a period(s) of time.

Forgotten Purpose

I try very hard to avoid politics on this blog and for good reason.  However, from time to time the politics intrudes on military/Navy matters and must be discussed.
 
Here’s a quote from a Department of Defense (DoD) tweet, as noted by Redstate website:
Diversity is a strategic imperative critical to mission readiness and accomplishment.[1]
Here is Elon Musk’s reply to that tweet:
Your strategic imperative is defending the United States.[1]
Musk sees what the DoD does not.  The job of the military is not social equality, diversity, gender sensitivity, ecology, or any of the other social pursuits that plague our country.  The job of the military is to protect the United States.  We accomplish that by killing the enemy and destroying everything they have.  That’s the basic, ugly truth of the matter.
 
The Biden administration has lost its military way in pursuit of social objectives.  That’s not a political statement, it’s a simple and dangerous - bordering on treasonous - fact.

Death of the OCO

In a move that is heartily approved and applauded by ComNavOps, the Biden administration is proposing to eliminate the Overseas Contingency Operations (OCO) funding as a separate account from the base military budget.    

 

The OCO was initially set up to pay for military operations in Iraq and Afghanistan from sources outside the military’s base budget.  It had very little oversight and was quickly abused by the military which turned it into a slush fund for all sorts of non-combat items.  OCO funds were also not subject to sequestration which, again, prompted the military to use it as a slush fund.

 

As an example of the magnitude of the OCO, the OCO budget in 2015 was $64B(1) and $77B in 2019(3).  The FY2020 budget request contained a staggering $174B in OCO and emergency budget requests.(4)

 

The degree of abuse of the OCO fund is extensive, as noted below.

 

“You would expect to see war funding decrease as the U.S. withdraws troops from operations. But the sticking point is that the OCO budget has been used to skirt the Budget Control Act caps,” said Seamus Daniels, a program manager for defense budget analysis at the Center for Strategic and International Studies.

 

Approximately 70 percent of the war budget constitutes enduring costs unrelated to war efforts, he noted. (2)

 

The fund was supposed to have been purely for combat operations but now consists of 70% non-combat items.  That’s abuse!  It is well past time for this ill-conceived budget manipulation to end.

 

Those who believe that some type of combat operations funding mechanism was needed would do well to recall that ONLY Congress can declare war.  Combat operations that last decades should have long ago been either halted or war should have been declared by Congress and funded as such.  The OCO was a gross abuse of the military budgeting process and a way for the military to fund programs outside the oversight of Congress and the regulation of the sequestration legislation.

 

If Congress follows through on this effort to remove OCO funding, ComNavOps gives a major salute and kudos to the Biden administration.

The Purge

As we begin the Biden purge of extremists (meaning, conservative white supremacists as opposed to black lives matter or other radical liberal groups) from the Navy, it is interesting to ponder the historical lesson of another naval purge:  the French navy at the time of the French Revolution.

 

The French navy was at a peak around the end of the American Revolution.  However, the French Revolution, 1789-1799, resulted in a purge of ‘elitist’ officers and organizations from the navy as ably described in the following excerpt:

 

The French navy suffered considerably due to the French revolution. Having finished the American War of Independence on something approaching a high (comparatively speaking), the French navy suffered a reverse that it never fully recovered from until well after the finish of the Napoleonic Wars.

 

Like most other European navies of the time, the officers were often from the upper-classes and, as you probably guessed, there was a large-scale purge of these officers in the early period in question. Their replacements were rarely of high quality and, too often, had little or no experience of commanding a warship at sea, much less a warship in combat. Many of the aristocratic officer class fled the country (or failed to return) and these emigrés wound up in the navies of Britain, Austria and Russia fighting against their former homeland.

 

Also the fervor of revolution and its ideal of equality meant that these replacement officers often had little control over the ship's crews. As an example, at the start of 1793 Vice-Admiral Morard de Galles took a small squadron to sea from Brest, upon their return he commented on the crew:

 

“The vaunted ardour which is attributed to them, consists uniquely of the words of ‘patriot’ and ‘patriotism’ which they repeat ceaselessly, and the acclamations of ‘Vive la Nation’, ‘Vive la République’ when they are flattered. Nothing can make them attend their duties.” (1)

 

Another consequence of the revolution was the disbanding of the Marine Artillery Corps (over 5,000 men), whose skilled crew men were considered too elitist. This left the navy with untrained men servicing the guns and the result was to limit the navy's fighting ability considerably.

 

In addition, the dockyards were not immune to the revolution and were centres of uprisings as much as the big cities. After the revolution, like the new ship's officers, the dockyard managers and commandants found that the workforce wasn't as keen on taking orders as it had been. This lead to a loss in efficiency in building and repairing vessels (and an increase in other losses), with the natural result that fewer ships in the navy were fully fit to go to sea. (1)

 

The purges crippled the French navy and left it unable to effectively combat the British navy in the ensuing years.  The lessons from this should be blindingly obvious but are clearly lost on the US Navy, today.  We’re conducting purge after purge of our own and each is further degrading our already hollow force.

 

Wait … purges??  We haven’t conducted any purges, you say.  What is ComNavOps talking about?  Well aside from the Biden ‘extremist’ (conservative) purge which is currently on-going, the Navy has conducted other purges.  Let’s recall …

 

We’ve already purged warriors from the military with our campaigns to feminize the military, lower standards to accommodate women, promote sensitivity, and create a warm and fuzzy, all-inclusive, feel good military.  Remember the Navy slogan, “A Global Force For Good”?  If that didn’t epitomize the ‘warrior-downing’ of the Navy, I don’t know what did!  The standout example of the result of this purging of warriors was the Iranian seizure of two riverine boats and crews by a substantially inferior Iranian force which saw the US Navy boats surrender without resistance by the crews (in direct violation of the US Armed Forces Code of Conduct, see ref (2) ) and the specter of sobbing crew members in captivity. 

 

The Navy has purged any officers with an ounce of combativeness, fortitude, and determination as evidenced by the number of commanding officers relieved each year for ‘loss of confidence’ for piddly, non-naval reasons.  The latest example was the commanding officer relieved for trying to make a celebratory plaque for his ship out of a captured AK-47 rifle from a weapons seizure his ship successfully conducted. (3)  We’ve ensured that the only commanding officers left are those who timidly get along, go along, and take no chances.

 

We’ve purged discipline from the fleet by neutering the Chiefs and their ability to apply one-on-one informal ‘corrections’ to worthy sailors.

 

And, of course, the current Biden purge seeks to remove conservatives who support politically right-leaning organizations.  Left-leaning organizations like black lives matter appears perfectly acceptable to the Navy as a summer of riots, destruction, killings, and seizure of government buildings went unremarked by the Navy. 

 

Merely ‘liking’ a post is now grounds for removal.(4)

 

Just by posting, retweeting, or liking an offensive post on social media — you could be participating in extremism,” Nowell (Chief of Naval Personnel Vice Adm. John Nowell Jr.) said. (5)

 

This is unconstitutional thought-police taken to an Orwellian level.

 

The Navy, supposed defender of the Constitution and free speech, seems to have bought into the Biden purge with an almost religious zeal:

 

“You may not personally know any shipmates with extremist beliefs,” Nowell said. “But I assure you that those forces of darkness are among us.” (5)

 

‘Forces of darkness are among us’ ????  What’s next … burning at the stake?

 

By the way, do you know which Constitutionally guaranteed free speech is most important to defend?  That’s right … it’s the speech you most vehemently disagree with.  Biden and the Navy are doing the opposite and purging the speech they disagree with.  When you join the Navy you accept certain limits on your ability to act but you do not forfeit your basic Constitutional rights.

 

 

 

Conclusion

 

As with the French navy, we’re systematically purging our fleet of the very warriors we so desperately need.  Much as I despise bringing politics into this blog, it seems we’re going to have to address the issue because this administration seems determined to turn the Navy into a political and social issue rather than a warfighting organization.  Biden’s purge is pretty transparently a purge not of extremists, in general, but of conservatives who disagree with the Democrat party line.  The speed with which the Admirals have lined up behind the Biden purge is appalling and frightening.  The Navy is losing future battles, today.

 

I really, really, don’t want to be writing these kinds of posts but the Biden administration is forcing politics onto the Navy and it must, therefore, be addressed.

Biden Strikes Again

I try very hard to avoid political commentary on this blog but, occasionally, it can’t be avoided.  Such is the case today.  I certainly hope that this does not become a regular occurrence as that would indicate the political imposition of massive negative impacts on the military.  Note that I also don’t care whether the political impacts are caused by Democrats or Republicans.  I care only about political stupidity.  With that said …

 

President Biden’s incompetent direction of the military continues with the announcement of a 60 day stand down to weed out extremism.

 

President Biden's newly appointed Pentagon chief Wednesday issued a "stand down" for the next 60 days, ordering military leaders to spend time talking to troops in an effort to weed out extremism in their ranks … (1)

 

There are several stunning aspects to this announcement:

 

  • Safety and diversity stand downs typically last a day or two.  Aircraft safety, a matter of life and death, only warrants a day or two but extremism warrants 60 days??!!!!!!!!
  • Who determines what constitutes extremism?  I’m pretty sure that the Democrats will define it and it will encompass multiple conservative groups and views and no liberal ones.
  • This sounds ominously like a Democrat attempt to purge conservatives from the military.  While active duty limits some of the actions a service member can take in promoting their views, it does not limit one’s beliefs and such purging would be unconstitutional.
  • There are a lot of issues that could vie for top priority in the military but this is not even on the top 100 list.
  • Biden’s Secretary of Defense, Lloyd Austin, is looking like a political lap dog by going along with these idiotic policies.  He’s embarrassing himself, his office, and degrading his reputation.

 

 

The military has huge problems with readiness, aircraft mission capable rates, submarine shortfalls, a floundering Marine Corps, ill-conceived acquisition plans, etc. and this kind of thing just demonstrates an utter failure of civilian leadership and direction and a betrayal of the trust of the military and the American people.

 

 

Believe it or not, this is not a political post, per se.  I don’t care which party does something this stupid and, possibly, unconstitutional and when they do, I’ll address it.

 

This is just an awareness post.  We’re not going to do comments on this, for obvious reasons.

Climate Change and Treason

President Biden and Secretary of Defense Lloyd Austin have lost touch with reality.  Claiming that climate change will cause global instability, Biden has issued an Executive Order directing the Pentagon to make climate change a national security priority.

 

“The Department will immediately take appropriate policy actions to prioritize climate change considerations in our activities and risk assessments, to mitigate this driver of insecurity,” Defense Secretary Lloyd Austin said in a statement. [emphasis added] (1)

 

I won’t even address the questionable concept of climate change.  That’s a topic for some other blog.

 

Instead, let’s address the idea of prioritizing climate change over warfighting, maintenance, training, readiness, etc.?  To those of you who would suggest that it won’t be prioritized over those items but, rather, will be co-prioritized, that’s a patent absurdity.  You can’t prioritize everything.  If you do that than nothing is really prioritized, is it?  This is analogous to trying to train for multiple missions.  You can’t.  You can only train to be good at one mission.  We’ve discussed this many times.

 

Not only is this focus on climate change a case of stupidity writ large, it is bordering on treason.  Using the military to push some kind of climate control agenda at the expense of warfighting preparation is a betrayal of the trust, duty, and obligation of the government and military to defend the United States against its enemies.  It is a betrayal of the oath these people take.

 

Biden’s order directs the Secretary of Defense and the Chairman of the Joint Chiefs of Staff to include climate risk assessments in developing a new National Defense Strategy, due in 2022, along with the Defense Planning Guidance, the Chairman’s Risk Assessment, “and other relevant strategy, planning, and programming documents and processes.”

 

The order gives the Pentagon and other federal agencies 120 days to produce “an analysis of the security implications of climate change (Climate Risk Analysis) that can be incorporated into modeling, simulation, war-gaming, and other analyses.” (1)

 

 

Currently, the US military is struggling and losing the arms and readiness race with China and the ability of the military to protect our country is becoming more and more suspect every day.  Any action – meaning prioritizing climate change - that dilutes the military’s focus on warfighting is a gross mismanagement, at best, and a betrayal of trust and oaths, more likely, at a time when the military cannot afford to be distracted from preparing for war. 

 

Half our aircraft are unavailable for combat and Biden wants to prioritize climate change?

 

Our ships are falling into disrepair and look like rusty barges and Biden wants to prioritize climate change?

 

Our ships can’t sail without colliding with commercial ships or running aground and Biden wants to prioritize climate change?

 

The Marines have dropped tanks and artillery and have gone off the deep end and Biden wants to prioritize climate change?

 

We’re building and commissioning ship after ship that can’t fight and Biden wants to prioritize climate change?

 

We have a looming submarine shortfall and Biden wants to prioritize climate change?

 

There are two possibilities regarding climate change:

If you don’t believe climate change is a real threat then this is an improper use of the military and a treasonous betrayal of the trust of the people.

If you believe climate change is a real threat then the military is not the organization or means to deal with it and is an improper use of the military and a treasonous betrayal of the trust of the people.

 

 

Biden is betraying his oath and the country by putting our national security at risk and SecDef Austin is meekly falling into line.

 

 

 

Note:  This topic needs to be addressed but the potential for veering into pure partisan politics or pointless climate change debate is too high to allow open commenting.  Instead, I’ll be moderating any comments before publishing and only substantial, informative comments will be allowed.  Honestly, I don’t expect many, if any, comments to be allowed.  We’ll resume normal commenting with the next post.

Depend On Yourself, Not On Others

This blog avoids politics and for good reason but this is just too good to pass up and, besides, it directly impacts military matters.  The United Kingdom (UK) has withdrawn from the European Union (EU) – Brexit – and the EU is now grappling with the resulting impact.  One of the major issues facing the EU is defense.  A Breitbart article touches on this and the discussion offers some insights and belated recognition of the philosophies espoused on this blog.

Britain’s vote to leave the EU in 2016 was followed by U.S. President Donald Trump’s arrival on the world stage. Since then, the feeling has only grown in the EU that its foreign policy has to change to meet the bruising, confrontational challenges of a new age. (1)

This is not a new age.  The world has not changed.  It’s the same brutal, ruthless, often evil world it’s always been.  The only change is that the West has grown soft and complacent.  Worse – far worse – is that the West has come to believe that the rest of the world is as civilized as the West believes itself to be.  Nothing could be further from the truth.  Most of the world is a violent, hateful place ruled by warlords (regardless of what title they choose to bestow upon themselves) and governed by the ancient and still totally relevant principle that ‘might makes right’.  The strong survive and thrive and the weak die in subjugation.  Evolution does not reward meekness or pacifism as a survival strategy.

As the article succinctly states,

For decades now, the EU has tried to be the counterpoint of alpha male superpower politics, spreading its “soft power” brand across the globe based on economic and developmental aid, cultural clout and the promotion of human rights, among other non-coercive strategies. (1)

While it is laudable to strive for a world based on warm, fuzzy feelings and mutual respect it is also foolish to ignore the reality that the world is a brutal place and most of the world doesn’t respect or care about the niceties of polite society.  I’m not going to bother citing the litany of soft power failings - you know it as well as I do.

Now, the EU is being forced to confront reality.

“We Europeans must adjust our mental maps to deal with the world as it is, not as we hoped it would be,” Borrell [EU foreign policy chief Josep Borrell] wrote in an article last week. “To avoid being the losers in today’s U.S.-China competition, we must relearn the language of power.” [emphasis added] (1)

Wow!  ‘The world as it is, not as we hoped it would be’.  That’s basic, eternal truth being relearned the hard way by the EU.  Hopefully, the US will also learn the lesson of reality from this.

How does one avoid being a loser in today’s world?  The answer is the same as it’s been throughout history – have a powerful military.  Unfortunately, that immediately leads to yet another painful lesson for the EU.

That will be something made even more difficult without the military clout of Britain. French leader Macron says “Europeans must take more responsibility for European defense.”

“The European Union needs to shoulder greater responsibility for its own security and also step up its geopolitical presence,” EU foreign policy chief Josep Borrell said at the EU parliament this week. (1)

How long has ComNavOps called for the US to pull out of Europe and let Europe defend themselves?  Finally, at long last, the EU is beginning to recognize the faintest glimmer of this reality and the wisdom that motivates it.  If the EU wants security and safety, they have to fight for it.  No one is going to hand it to them out of the goodness of their hearts.  As the saying goes, ‘If you want peace, prepare for war’.

A US pullout from Europe is not only in the best interest of the US but it’s also in the best interest of the EU.  It will force them to end their welfare-like dependence on the US for security.  That dependence may have been necessary immediately after WWII but it hasn’t been necessary for many decades now.  That dependence not only is a source of weakness for the EU but it breeds resentment towards the US as all dependence ultimately does toward those bestowing the welfare.

Not only should the US pull out of Europe, the EU should kick the US out and take their proud and independent place among the nations of the world !

The road ahead for the EU will be difficult and painful as noted here,

Firas Modad, a senior analyst with IHS Markit, issued a downbeat assessment of the EU’s stature as it struggled unsuccessfully to keep the Iran nuclear agreement intact.

“Europe is regulated from Washington,” he said. “The European banking system depends on the dollar, the European economy depends on the European banking system. The Europeans don’t spend on their own defence. The weak don’t have a say. (1)

Again, this illustrates the vulnerability of dependence by the EU.  It will be challenging but the EU must accept responsibility for its own well-being and security and rise up and stand on its own.

Now, how does all this tie into military matters beyond the obvious call for the US to disengage from Europe?

The answer should be obvious.  Just as noted in the article, the US geopolitical strategy must recognize that the world is a brutal place that does not recognize our desire for gentle approaches.  The world respects power and only power.  That power can take many forms but its ultimate foundation is military might.

We need to stop bending over backwards, to our own detriment, trying to persuade barbaric countries/rulers to miraculously become civilized.  By all means, let’s try the soft approach the first time but when that fails, as it almost always does, we need to switch to the application of power.  That does not mean we should instantly bomb every country that doesn’t agree with us on the first attempt.  What it means is that we should defend our interests (and our boats, drones, ships, aircraft, and personnel) with all necessary force. 

I’ve posted on the moral and legal aspects of this so I won’t bother repeating myself.  Suffice it to say that the US needs to begin reasserting itself and its interests.

  • When Iran can seize two US boats and crews with no repercussions, we’ve lost our way and our nerve.
  • When Iran can shoot down US drones with no repercussions, we’ve lost our way and our nerve.
  • When China can seize US underwater drones with no repercussions, we’ve lost our way and our nerve.
  • When Russia can conduct unsafe harassment of US ships and aircraft with no repercussions, we’ve lost our way and our nerve.
  • When China can order us out of international waters - and we comply - with no repercussions, we’ve lost our way and our nerve.
  • And so on …

Just as the EU needs to relearn the brutal lessons of the world, so does the United States.  Our security is being threatened daily, in many different ways, and we need to begin defending ourselves aggressively.  While that defense should take many different forms, one of the obvious forms is the military.  Deploying around the world while being unwilling to act is pointless, wasteful, and provocative.  It’s past time for the military to take aggressive action, when threatened.

Note:  While it should not be necessary to say this, I’ll say it anyway for those who are incapable of grasping the obvious.  Calling for the US to pull out, militarily, from Europe does not mean cutting off all diplomatic, financial, trade, cultural, and scientific interactions.  All of that would continue.  It also does not mean zero interaction with European militaries.  There is nothing wrong with cooperative training, personnel exchanges, technology exchanges, etc.  In fact, there’s nothing wrong with the US maintaining basing rights or a military presence where it suits American interests.

The Daily Threat

This blog avoids blatant political subjects for very good reasons.  However, today’s post is going to be as close to that line as possible because we need to address a national security threat that is being largely ignored and isn’t that what the military is supposed to do – protect our national security? 

So, let’s try venturing into uncharted territory for a few moments.  Let’s talk about threats to our national security and way of life.  In other words, pretty serious threats.  What are those threats?  China?  Russia?  NKorea?  Iran?  Sure, but think about it, which of those threats impact us (‘us’ being the average American) every day and in a significant way?  Well, none, really.  Yes, China is the major threat to the world’s safety and freedom but they don’t really impact us negatively on a daily basis, do they?  At least, not in a way we can readily discern.  Yes, Chinese financial manipulations may impact prices and whatnot but that’s not something any of us can specifically point out on a daily basis.  Iran is a nuisance that we hear about on the news but they have no real daily impact on us.  Same for NKorea.  Russia is a bit of a rogue actor but, again, aside from election influencing – which the US engages in routinely in other countries (remember Obama campaigning for and against various issues and people in Europe and Israel?) – they have no daily impact on us.

There is, however, one more threat that dwarfs all the others combined in terms of its daily impact on our lives.  It’s South and Central America (SCA).  SCA is a major exporter of drugs, crime, criminals, refugees, smuggling, illegal immigrants, money laundering, gang activity, murders, etc. and it all crosses our southern border and invades our homeland.  Relax, this is not a border wall post – this is a national security post. 

SCA is negatively impacting our daily lives in a major way.  Every state in the country and almost every city is negatively impacted on a daily basis.  Despite this, what are we focused on with our military, State Department, diplomacy, and other agencies?  We’re focused on Europe, China, Russia – everywhere but our own backyard.  If we want to stand up to the threat of China, we need to first get our southern flank straightened out so that we can safely and confidently focus further afield.

For too long, we’ve taken a hands-off approach to SCA out of some sort of misguided notion of letting them live their own lives.  Well, as my father used to say, your rights extend only until they bump up against someone else’s rights.  Now, the lives and rights of the people of SCA are impacting ours in a major, negative way and it’s time for the US to reengage.  We need to stop pretending that every other country is equal (Obama would have us believe superior) to the US.  They aren’t.  In the agglomerate, we have superior values, morals, actions, economy, military, resources, and results.  That’s not arrogance, it’s a simple statement of fact.  That’s true great power and with great power comes great responsibility – a responsibility that we’ve been abdicating out of misguided notions of international equality. 

We need to engage – not ham-handedly, not overbearingly, not dictatorially, but in a genuine effort to help other countries achieve stability and prosperity – note that I’m not calling for universal democracy.  I don’t care what government type a country has as long as it behaves itself as a responsible global contributor.  The Middle East, for example, is clearly not mature enough for democracy to work and we need to accept that a stable, benign, dictatorial government may be the best the region can hope for.  What we can’t accept is a country ruled by a dictator who dumps his criminals on the US (Cuba, for example) or demonizes the US and makes the US the focus of his country’s hatred (Hugo Chavez, for example) or sponsors terrorism (Iranian Ayatollah, for example).  Countries with that type of immature, evil, disruptive behavior forfeit their right to independent self-government and we need to step in.

China is extending its influence – and military basing efforts – into the Indian Ocean, Africa, and South America. Do we really want to have to deal with a Chinese military presence in our own southern backyard of SCA (recall the Cuban missile crisis?)?  The best way to prevent that is to make the United States a more attractive partner to SCA than China.  We can do this through significant social, medical, financial, infrastructure, and military projects with SCA countries but it has to be a continuous and substantial effort.  Note – and this is important – that I’m not calling for a ‘hearts and minds’ type of campaign.  As I’ve stated in the past, I have grave doubts about the efficacy of the entire concept - actually, I don’t have any doubts – it doesn’t work!.  What I’m calling for is the establishment of continuous interactions that are mutually beneficial.  If we can do that, the ‘hearts and minds’ will take care of itself.  I also don’t particularly care whether another country likes us – they just have to cooperate, behave, and recognize that we’re a reliable and desirable partner.

There’s another major aspect to this interaction, one that has never been attempted before, and that is to use the ratcheting stick approach as well as the carrot and in a significant way.  You don’t accede to the desires of a child, you dictate the rules of behavior and you do so until they grow up and demonstrate a desired level of maturity.  If the child doesn’t respond to the initial discipline you ratchet up the punishments and consequences.  So, too, with countries.  A country that is behaving badly needs to be disciplined and corrected – aggressively and decisively.  Now, that doesn’t mean war (neither does it rule it out!) every time a country takes an action that we disagree with.  What it means is that a country that demonstrates a pattern of actions that are irresponsible, evil, unethical, immoral, and, more to the point, anti-American, needs to be decisively corrected and the corrections need to continually ratchet up until the desired correction is achieved.

Here’s an example that could have prevented untold years of war, thousands of deaths, and almost unlimited destruction:  Iraq’s Saddam Hussein.  Hussein was causing instability in the Middle East, upsetting world oil supply stability, sponsoring terrorism,  invading neighboring countries, and engaging in the development of weapons of mass destruction (yes, he used chemical weapons, we found biological weapons labs, and he was attempting to develop nuclear weapons – we’re not going to debate this) – more than enough bad behavior to justify action.  However, instead of the mass invasion that the US initiated and which led, ultimately and directly, to destabilization in the region and the rise of ISIS, we could have simply launched a single Tomahawk missile at his most likely location accompanied by a simple warning to those around him that if Iraq’s behavior did not immediately change we would continue to launch a single missile every day at our best guess as to his location until the desired behavior modification was achieved.  One of two results would eventually happen.

1. Hussein would be killed and then we’d tell his successor the same thing.

2. Those around Hussein would remove him for us to save their own lives and then we’d tell his successor the same thing.

Either way, we would have achieved the desired outcome without an invasion and none of the resulting decades long, region-wide, death and destruction.

Here’s a current example.  We want better behavior out of NKorea and Iran so we applied sanctions (and pallet loads of cash!).  They had an impact on the common people but didn’t actually change any state behaviors.  Now what?  The evil, irresponsible behavior continues and we have no further options.  Useless.  Pointless.  Worthless.

Instead, we could apply the same Tomahawk-a-day diplomacy and achieve guaranteed results.  Do this a couple of times and the rest of the world quickly learns not to cross the US.

Back to South/Central America … 

We need to engage continuously and actively on all levels.  We need to clearly define what we consider acceptable behavior.  We need to begin the ratcheting process where necessary.  If we do the first part (engagement) correctly, we should rarely have to resort to ratcheting.

We need to secure our southern flank in a positive, mutually beneficial manner.

We've Been Warned

ComNavOps dislikes and avoids repeating other websites and blogs.  My goal is to add value to news via insightful analysis.  Sometimes, however, a blog offers something that is simply too good not to repeat.  Such is the case, today.

I’ve stated repeatedly that China is looking to expand not only out to the first island chain but well beyond, including, eventually, world domination.  Many people scoff at that – probably the same people who several years ago scoffed at the notion that China would capture the entire South China Sea – but history and China’s own words fully support my view.

Cdr. Salamander’s blog offers this quote from Captain Liu Zhe, the commander of China’s aircraft carrier.

“We firmly believe that the farther away from the territorial sea, the more secure the motherland will be behind, the world peace will be more of a guarantee.”

This is flat out stating that China is planning to expand past the first island chain.  We’ve already seen the first indications of China moving on the second island chain.  China has begun to set up its rationale for continued expansion by making claims on Japanese territory, preparing to establish a base on Scarborough Shoal, conducting state sponsored emigration to the Philippines with the goal of annexing the island nation when the population tilts sufficiently Chinese, and exploring the “validity” of second island chain claims in various academic and political writings.

In fact, taking the Captain’s statement to its logical conclusion, the only distance sufficiently far away from the motherland to absolutely guarantee China’s security is total global control which is exactly what I’ve stated is China’s ultimate goal. 

China is like President Trump.  You may agree or disagree with the President but you have to acknowledge that he is doing exactly what he said he would do.  We may not like what China is saying but they are doing exactly what they’ve said they would do.  They’ve said they’ll continue to expand so why would we think they won’t continue to do so?

As Cd. Salamander stated, we’ve been warned.

China Declares War

The Chinese “president”, now dictator for life, Xi Jinping, announced to the world that China intends to conquer the world.  The day, 18-Oct-2017, is one that historians will look back on as the day China’s global conquest began.  Of course, those historians will be Chinese unless we get our act together!  And, to be more accurate, the war started some time ago.  China has already conquered the South and East China Seas out to the first island chain and did so without firing a shot!  Impressive.

In a 3-1/2 hour speech before the Communist Party Congress, Xi Jinping basically stated that China’s destiny is to dominate and conquer the rest of the world.  As only a Chinese speaker could, he blandly stated,

China will continue its efforts to safeguard world peace, contribute to global development, and uphold international order.” (1)

Of course, China’s method of safeguarding the world is to conquer it and international order will be achieved when all the world is Chinese.

But China is a peace-loving nation, you say. 

“China will never pursue development at the expense of others’ interests, but nor will China ever give up its legitimate rights and interests.” (1)

This is hilarious given that China is actively engaged in unilateral expansionism backed by the intimidating threat of military action.  Just ask Vietnam or any of the Pacific Rim countries that China is currently at odds with.

China’s true colors show with this statement,

“No one should expect China to swallow anything that undermines its interests.” (1)

This is the justification China uses to ignore international tribunals, make false claims of sovereignty, construct illegal islands and militarize them, violate and invade the territorial waters of the Philippines, Vietnam, and others, and concoct fraudulent claims of ownership over Japanese islands.

Here are some additional excerpts from the rambling speech.

“The party exercises overall leadership over all areas of endeavor in every part of the country.” (2)

Thus, we see that the entire Chinese economy, culture, infrastructure, military, and industry is controlled by the central Chinese government/dictator.  What this means is that every aspect of Chinese life and actions are united and focused on Chinese domination of the world.  It’s why, for example, Chinese merchant vessels are built with military use in mind.

Here’s another quote that offers great insight.

“A military is built to fight.” (2)

We see from this that China is not building a self-defense force or a regional stability force or an ocean-going safety force – China is building a military intended to conquer the world.  Unlike the US, China clearly understands the purpose of a military and is building a force that is aimed at combat.  The US, in contrast, is building a force geared at global policing, anti-terrorism, nation building, and humanitarian assistance.  Combat has been relegated to an afterthought.

In a reference to Taiwan and Hong Kong,

"We will never allow anyone, any organisation or any political party, at any time or in any form, to separate any part of Chinese territory from China." (3)

Thus, it is inevitable that China will eventually seize Taiwan forcefully.  It is also evident that any war with China will include the immediate seizure of Taiwan and the US needs to recognize this and begin formulating a strategic response plan, assuming we even intend to support and protect Taiwan.

Don’t believe me about Taiwan?  Try this,

“…achieving China’s full reunification are essential to realising national rejuvenation …” (6)

Kind of hard to interpret that any other way than an ironclad guarantee that Taiwan’s days are numbered.

The speech contained moments of comic relief such as,

 “
China will never seek hegemony or engage in expansion.” (4)

This is hilarious as China has been engaged in non-stop expansion and regional, leading to global, domination and has not hesitated to use the threat of military force to achieve its ends.

More comedy,

China opposes imposing its own will to others, opposes interference in the internal affairs of other countries, and opposes the strong nations bullying the weak.” (5)

Again, China’s actions totally belie their words.  China’s main tactic in its seizure of the East/South China Seas has been militaristic threats and intimidation.  China is the very definition of a strong nation bullying the weak!

Finally, this warning to any who would offer opposition.

"We must oppose any speech or action that weakens, distorts or negates the party's leadership, or China's socialist system." (7)

So much for any acceptance of free speech or independent thought!

A reasonable person might note that this speech was delivered before the Chinese Communist Congress and suggest that much of the content was hyperbole intended for internal political consumption rather than serious worldwide audiences.  I might be inclined to accept that view except that all of China’s actions belie any claims of peaceful intent and fully support the goal of Chinese conquest of the world.
