Upgraded Cannons for Old Ironsides

The Navy has announced that USS Constitution, Old Ironsides, will receive upgrades to its 32 pounder cannons which enable more prĂ©cised fire control as the ship pitches and rolls in battle.  The wooden sailing ship is one of the Navy’s true success stories and this upgrade will keep Old Ironsides at the forefront of naval development.
 
Amazingly, the Navy has also announced yet another upgrade for the E-2 Hawkeye, the airborne early warning and battle management aircraft that has been around almost as long as Old Ironsides.  The propeller driven aircraft with the giant rotunda radar dome on its back that has a radar signature the size of the Empire State Building is the Navy’s newest AEW platform, having begun development in 1956 and first flown in 1960.  Truly now state of the art in modern aerial sensor platforms!

I know the Navy is pathologically gun shy after a couple of decades of successive program failures but, at some point, you have to move on to new technology.  Perhaps a jet engine for the E-2?  Whoa!  I’m sorry, that’s just crazy talk!  I didn’t mean it.

Seriously, we’ve talked about the need for a stealth version of the E-2 and/or, perhaps, an emphasis on passive sensing as opposed to a giant billboard of active emissions saying, here I am!  At some point, the Navy has to develop a new AEW aircraft.  Perhaps after the run of Burkes ends in the year 2167 with the Flt 217 Burke?

Upgraded Littoral Perrys

Once upon a time, the US Navy faced a choice about how to deal with the fake ‘littoral’ issue (see, “LittoralWarfare – Is There Such a Thing?”):  either upgrade/modify the Perry class frigates or build an entire new class of ships, the LCS.  One required new hulls.  The other required only upgrades of existing hulls.  Of course, the Navy being the Navy, unhesitatingly opted to build new LCS hulls, thereby ensuring their continued shipbuilding budget slice.  In order to eliminate the possibility of anyone suggesting that Perrys could be upgraded for a fraction of the cost of new construction, the Navy neutered the Perrys by removing weapons (2003 timeframe) and stating publicly that it was not possible to upgrade the Perrys to use the new SM-2 missiles that were then coming.  In addition, the Navy wound up giving away Perrys in order to irretrievably remove them from possible service.
 
The USN had decommissioned 25 "FFG-7 Short" ships via "bargain basement sales to allies or outright retirement, after an average of only 18 years of service".[1]

Of course, as is so often the case, the Navy was quickly proven wrong as the Australian navy proceeded to upgrade their Perrys (the Adelaide class) to use the SM-2 and, in fact, added an 8-cell VLS in the bow of the ship.
 
Not only did Australia upgrade their Perrys and continue to operate them but so did quite a few other countries.  Let’s take a look at some of the upgrades performed by other countries after the US Navy stated that upgrades were not affordable or technically feasible.
 
 
Australia
 
The Australian Perrys (Adelaide class) received an extensive upgrade in the mid-2000’s.  The program cost around A$1.46B to upgrade four Perrys (A$365M ea).  Following is a partial list of the upgrades.[2]
 
  • Added 8-cell tactical length VLS in the bow for ESSM missiles
  • Upgraded to use SM-2MR Standard missiles
  • Switched to Eurotorp MU90 Impact torpedoes
  • Upgraded fire control from Mk92 Mod 2 to Mod 12
  • Replaced sonar with new Thompson (Thales) Spherion Medium Frequency Sonar
  • Upgraded Phalanx CIWS to Block IB
  • Added Link 16
  • Upgraded computers
  • Upgraded SPS-49 and SPS-55 radars
  • Added Radamec 2500 EOTS long-range passive TV & infrared surveillance
  • Added laser rangefinder.
  • Added multi-sensor Radar Integrated Automatic Detect and Track System (RIADT) for improved target detection, tracking, and engagement, particularly against low altitude targets in cluttered ocean or near-shore environments
  • Replaced SLQ-32 EW system with Elbit (EA-2118) and RAFAEL (C-Pearl)
  • Added ALBATROS towed sonar
  • Added two RAFAEL Mini-Typhoon 12.7mm remote weapon systems
  • Added additional decoy launchers

It is clear that the Navy lied when they stated that the Perrys could not be upgraded.  They simply wanted to ensure that no viable option remained that could derail the – even then – controversial LCS program.
 
Looking at the list of upgrades proves that we could have added racks of Harpoon anti-ship missiles, VLS cells, added more guns, and upgraded almost every weapon, sensor, and piece of equipment on the ship.  In short, we could have had a very powerful littoral combat ship worthy of the name that would have put the LCS to shame and all for a fraction of the cost of the LCS.  This is all the more disappointing when we note that many of the Perrys were retired after only 14 years or so of service.  We had serviceable ships, viable upgrades, acceptable costs, and we chose to scrap the entire Perry class and build the LCS … just a monumentally stupid decision.  And, of course, we are now early retiring the LCS which simply emphasizes and compounds the near-criminal stupidity of the Navy.

Destroyer Modernization

ComNavOps loves to report good news out of the Navy but seldom has the opportunity.  Here is a possible positive development regarding modernization of Burke Flt IIA destroyers.
 
A handful of ships have been designated for modernization under the Navy’s Destroyer Modernization 2.0 program.  Upgrades involve installation of :
 
  • SEWIP Block III SLQ-32(V)7
  • SPY-6 V4 air and missile defense radar
  • Baseline 10 Aegis Weapon System.
  • 350t high efficiency super capability chiller that provides the extra cooling needed when adding both the SLQ and SPY array to the legacy hulls
 
The initial set of destroyers chosen for modernization are:
 
  • USS Pinckney (DDG-91)
  • USS James E. Williams (DDG-95)
  • USS Chung Hoon (DDG-93)
  • USS Halsey (DDG-97)
 
These ships will receive upgrades incrementally rather than in a single availability.  The intent is for these ships to act as lessons learned prior to implementing fleet wide upgrades beginning in 2029.
 
In the first modernization period, destroyers will receive the AN/SLQ-32(V)7 SEWIP Block III. According to Moore, these vessels will serve in the fleet “for some time” before returning for a second depot modernization period to receive a modified AN/SPY-6 air and missile defense radar.[1]

The Navy has also announced that USS Sterett (DDG-104) will be the first ship to receive the entire upgrade set in a single availability sometime in the next five years.
 
The Navy’s explanation for the modernization effort is,
 
“The bottom line here, the real takeaway that I want you to take here, is that we are bridging the gap between our legacy destroyers and the Flight III by delivering decisive combat power to the Flight IIA DDGs,” said Moore [DDG 2.0 modernization program manager Capt. Tim Moore].
 
The $17 billion modernization program aims to bring the fleet’s Flight IIA destroyers up to “Flight III-like capabilities” … [1]

Somewhat puzzlingly, the Navy has also identified some ships to receive only fragmentary upgrades.
 
… the Navy has also identified USS Kidd (DDG-100) to be the first of a “handful of ships” to receive only a SEWIP Block III upgrade and no SPY-6 back fit.[1]

Why the Navy wouldn’t fully upgrade these ships is unknown.  It is also unknown whether they would be included in the eventual fleet wide upgrade effort.
 
It is good that ships are being modernized rather than retired early, as the Navy is so often prone to do.  The question, now, is whether the Navy will follow through on this plan.  One of the concerns is the extended time period for this modernization.  Given that the main effort will not begin until 2029, will it still be a modernization?  In other words, will current equipment still constitute a modernization four-plus years from now?  One can easily envision the Navy, some four to ten years from now, telling Congress that the modernization is no longer adequate and the ships are too worn out to be financially worth upgrading and, therefore, they want new ships, instead.  Why do I think this?  Because that’s exactly what they’ve done in the past, repeatedly.
 
Despite the obvious dangers and doubts, I’ll view this as good news until the Navy proves otherwise.  Now, if they’d just drop the idiotic unmanned vessel nonsense and focus on firepower, I’d have some real positive news to write about!

Wrong Focus

USNI News website has an article describing the Marine’s efforts to establish battlefield networks that … you know … work.  The article, meant to laud the Marine’s efforts instead reveals one of the fundamental flaws in the US military approach to problem solving.  The US military believes, unwisely and incorrectly, that every problem has a technical/equipment solution rather than a ‘people’ (training, maintenance, etc.) solution.  Here’s a statement from Col. James Lively, I Marine Expeditionary Force assistant chief of staff, which amply illustrates the fundamental problem.
 
“How do we pick winners faster and put equipment in the hands of warfighters?” he said. “That’s our challenge at hand, for sure.”[1]
 
Every one of us has experienced, repeatedly, at home and/or work, the phenomenon of barely beginning to learn one new technology only to find it’s been quickly replaced by another and our learning process starts all over again, never to finish or even reach a minimal level of competence, far less a level of expert competence.
 
What Col. Lively fails to grasp is that putting equipment/technology into the hands of soldiers faster just guarantees that our soldiers will fall further and further behind the competency curve, never learning one system before the next one – the next flavor of the month - takes its place.

Recall the recent Burke collisions which were due, in large part, to the bridge crew's lack of familiarity with the navigation displays/equipment?  We're putting equipment into the field faster than we're able (or willing) to train to a level of competency on it.  

Of course, the inability to train is a conscious decision we've made to prioritize other activities over combat training.  We're finding all the time we need for sensitivity, ecological, wokeness, gender training  ...  but not combat training.
 
Our focus in problem solving needs to be on people as the solution, not technology/equipment.

Modernization

The Navy – and most naval observers/commentators – are obsessed with modernization.  If something isn’t the absolute latest and greatest technology then these people believe it’s automatically obsolete and must be replaced (the Navy’s view) or modernized (everyone else’s view).  In fact, ships are intentionally designed to be modernized part way through their service lives.  More to the point, ships are sold to Congress as ‘good value’ because they can be periodically upgraded and modernized and serve a full service life over three or four decades because modernization will keep the ship up to date and supremely effective.

 

Of course, the constantly repeated reality is that modernization almost never occurs and the vast majority of ships are retired early.

 

Let’s take a closer look at the very concept of modernization. 

 

We all assume we know what modernization is, right?  Sure, it’s the process of replacing older technology with newer, more effective ones.  What could be more simple and what could be more desirable?  I mean, it’s a no-brainer to modernize, right?  Who would not want a better radar?  Who would not want a faster computer?  And, of course those better, faster items mean a more effective ship, right?  Come on, this is obvious to the point of silliness        or is it?

 

When considering modernization, the point – the main point and the only relevant point – is whether the item under consideration can effectively do its job?  If it can, it doesn’t need to be modernized.  The fact that somewhere in the world there might be a piece of equipment that can do the job slightly better is irrelevant.  Effective is good enough.  Remember that saying, ‘perfect is the enemy of good (enough)’?  That’s essentially what we’re talking about here.  Modernization is the enemy of effective!

 

For example, the fact that the Ticonderoga’s radar can only identify a target and provide a fire control solution as opposed to the latest radar that can produce a 3D, holographic, full color image of the target is irrelevant.  The task is to find and destroy.  Everything else is just icing on the cake and, almost invariably, more expensive and unnecessary icing at that!  If the Ticonderoga’s radar can see the target and provide a fire control solution, that’s all that’s needed.  Anything more than that is just expensive waste that adds no value.

 

Modernization is only needed when the item under consideration is no longer effective.

 

Consider the WWII standard M1 carbine.  It’s been replaced by the current M4 (I don’t follow land combat matters so maybe the M4 has already been replaced?  Doesn’t matter) but is the M4 actually more effective than the M1?  I strongly suspect not.  Since 99% of all rifle rounds sent downrange are just sprayed in the general direction of the target, some slight gain in claimed accuracy at a thousand yards, or whatever, is irrelevant.  The M1 can spray rounds just as well as the M4.  Now, perhaps the M4 has other characteristics that make it more desirable like lower weight (nope, it’s heavier), or cheaper (nope!), or better reliability (doubt it), or easier maintenance (pretty sure not), or whatever, but those are peripheral characteristics and do not make the M4 more effective.  Hey, as I said, I’m not a land combat guy and I’m not going to entertain a rile comparison discussion.  I’m illustrating a point.

 

To repeat, combat effectiveness is the only reason for modernization.  Note that there’s a huge difference between something that must be modernized because it can no longer do the job effectively and something that someone would like to modernize because there’s a slightly newer and slightly more effective version somewhere in the world.

 

The US military has an obsession with technology to the overall detriment of our military power and effectiveness.  Consider the example of the Ford/Nimitz.  The Nimitz design is perfectly capable and effective, as is.  The Ford, despite all the upgrades/modernizations, offers zero additional combat effectiveness over the Nimitz and it does so at twice the price tag.  The Ford was modernization for the sake of modernization not for the sake of enhanced combat effectiveness.

 

 

Returning to the Ticonderoga example, it offers yet another lesson in the Navy’s version of modernization.  Why is the Ticonderoga modernization effort racking up higher than expected costs?  According to Adm. Galinis (Vice Adm. Bill Galinis, commander of Naval Sea Systems Command),

 

“Number one is the amount of change that we have pushed into the availability, driven principally by, in some cases, the condition of the [hull, mechanical and electrical] plant, the hull in particular. So a lot more structural work than initially anticipated as we got into tanks in some cases that had not been opened for quite some time. Some additional work on the underwater hull portion, including the running gear – and again, in some cases, these ships had not been docked for an extended period of time … (1) [emphasis added]

 

Do you see the glaring fallacy in his statement?  He basically just indicted Navy leadership over the last couple of decades!  The problem isn’t modernization, it’s routine maintenance.  He notes that tanks ‘had not been opened  for quite some time’ and ‘ships had not been docked for an extended period of time’.  Hey, admiral, that’s called routine maintenance and it should have been performed … well … routinely!  If the tanks were being maintained routinely as the ship’s service plan specifies, there would be no problems with the tanks and you could move on to actual modernization items, if any.  If you, Adm. Galinis, and the rest of Navy leadership had done your jobs, there wouldn’t be any problems.  Every former CNO should be brought back to active service and court-martialed for dereliction of duty.

 

As demonstrated by the Ticonderoga example, most Navy modernization isn’t actually modernization, it’s an attempt to catch up on long deferred, routine maintenance.  What actual required modernization is being done to the Ticonderogas?  I’ve heard of almost none.

 

On a related note regarding the Ticonderogas, specifically, the Navy’s so-called modernization program for the Ticonderogas (1) was never intended to modernize the ships.  It was just a ploy to get around Congress’ refusal to allow the Navy to retire the ships.  Now, CNO Gilday is claiming the Ticonderogas MUST be retired because they’re too expensive to modernize.  Well, they never needed to be modernized, in the first place!  Sure, you could swap out a newer computer, if you want but the basic ‘find and destroy’ function worked as effectively as ever. 

 

We see, then, that modernization is the huckster salesman’s fraudulent claim that allows the Navy to sell oversized, overpriced ships to Congress.  Modernization almost never happens and most of what is purported to be modernization is actually just routine maintenance, most of which has been deferred far beyond acceptable limits.  Modernization is a myth and, since it almost never happens and ships are almost always retired early, doesn’t this pretty much demand that the intelligent navy design ships for a limited 20 year service life or less?

Burkes - The Anchor Around The Navy's Neck

My favorite baseball team went out and traded for a star and gave him a record setting, long term contract.  Now, just a few years later, he’s constantly hurt and contributes little.  Unfortunately, his enormous contract makes him untradeable and we’re saddled with him for another ten years.  In the meantime, we lack the budget to pay for other good players, have had to let promising players go because we couldn’t afford to give them new contracts, and he’s blocking the development and rise of young players in the minor leagues at his position.  Despite having once been a star, he and his contract are an anchor around the team’s neck.

Similarly, the Burke class destroyers are an anchor around the Navy’s neck.  Huh?!  You can’t be serious.  The Burkes are the most (only?) successful surface ship design we have.  Why, the Burke is the star of the Navy team (oh, oh … I don’t like where this is heading!).  How can they be anything but a benefit?

Well, let’s look at the situation.

When the Navy wanted to replace the Ticonderogas, did they look to design a new, optimized cruiser to take full advantage of the desired AMDR radar?  No, they stuck with the Burke because they were afraid of a new design after the recent string of disastrous new designs.  So, we’re now saddled with a Ticonderoga replacement, the Burke Flt III, with a half-AMDR instead of what we really want.

When the Navy wanted to build a better LCS (the new frigate program) did they look to design a new, dedicated ASW vessel, which is what they really needed?  No, they opted for a mini-Burke because it was what they were comfortable with.  The ‘new’ frigate is actually a manifestation of the illusion of the Burke’s ‘safety’ by insisting that the ‘new’ design be an existing design which, by definition, makes it an old design.

When combat comes and the Navy wants to conduct ASW, does anyone really believe that the Navy will risk $2B+ Burkes playing tag with submarines?  Of course not!  That means that for practical purposes we have no ASW capability!  Our star ship is now quite limited in realistic capability by its price.  On a related note, does it make sense to risk the proposed new frigates which will cost around $1.5B (I’m laughing at the Navy’s cost estimate of $800M)?  Of course not, again!  Our desire for mini-Burkes is preventing us from building the ASW corvette we really need and the Burkes are too expensive to risk doing the ASW job which is, supposedly, one of their core capabilities.

Let’s be clear.  The Burkes, at one time, served a very valuable role as the world’s most advanced AAW system.  Now, however, the Burke is at the low end of ship stealth and Aegis and Aegis-clones are everywhere and it’s even debatable whether Aegis is still the world’s premier AAW system.  There’s a plethora of radar manufacturers who claim their radars are superior and for a fraction of the cost.  So, what do the Burkes represent now?  Well, they’re a good AAW system but that’s about as far as we can go with our praise.  Even the Navy recognizes the shortcomings of Aegis and are replacing it with AMDR which they claim is vastly superior.  The Navy is saddled with a vast fleet of decent AAW Burkes and no hope to break out of the mold and produce something better. 

Because they represent something ‘safe’, albeit no longer state of the art, the Burkes are stifling innovation and new designs by the Navy.  Unwilling to risk another Zumwalt or LCS, the safety of the Burke now drags the Navy down and prevents the adoption of new designs.

The Burkes are an anchor on the Navy’s development.

Ticonderoga Class Modernization

As you know, the Navy has been attempting to early retire the Ticonderoga class cruisers for several years now.  They’ve put forth various plans and Congress has repeatedly slapped them down.  That hasn’t stopped the Navy from scheming to achieve the desired retirements.  It’s only made the Navy more creative and devious about how they go about it. 

After the last attempt at hidden retirements, Congress forced the Navy to adopt the ‘2/4/6’ plan which called for 2 cruisers per year to enter a ‘modernization’ program, 4 years to complete the modernization, and a maximum of 6 cruisers in modernization at one time.

It’s important to understand that this program results in a permanent reduction in the number of cruisers by 6 since the modernized cruisers will re-enter the fleet only as one-for-one replacements for retiring cruisers.  Thus, the Navy got what they wanted, at least partially.

So, what’s the current status of the ‘modernization’ program?  Surprisingly, it’s very difficult to get information.

Here’s the list of cruisers inducted into the modernization program, thus far:

2015 

USS Cowpens (CG-63)
USS Gettysburg (CG- 64)

2016  

USS Vicksburg (CG- 69)
USS Chosin (CG- 65)

2017  

USS Anzio (CG-68)
USS Cape St. George (CG- 71)


Now, in 2019, it’s been 4 years and the first two cruisers should be coming out of modernization.  According to Navy Recognition website, the Gettysburg is being prepared to re-enter the fleet in March 2020 under a $150M contract with BAE Systems in Norfolk.  Gettysburg will be replacing the Bunker Hill (CG-52), scheduled to retire in 2020.

Starting in January 2019, the Gettysburg will undergo extensive repair and upgrade work that will return the ship to full capability after nearly four years of inactive status under the Navy’s cruiser modernization program. (1)

The key point, here, is that the cruiser has NOT been undergoing continuous modernization since entering the modernization program in 2105, as you might reasonably suppose.  Instead, it has been sitting idle in inactive status.  Most people do not realize this aspect of the ‘modernization’ program.  The program is really a way for the Navy to idle cruisers for several years and then bring them back when another cruiser is retired – thus, an effective permanent decrease in the cruiser fleet size.

One might also note that the 4 year limit is being violated by some months.

It is also unclear exactly what is being modernized.  The Navy claims the usual mishmash of vague improvement lists such as,

… installation of a new Aegis combat system, new communications suite and the Consolidated Afloat Network Enterprise Systems (CANES); and renovate the crew’s living spaces aboard the 27-year-old ship. (1)

It’s unclear, though, just how much improvement in combat capability will occur.  For example, the ‘new Aegis combat system’ is, as best I can determine, just a software upgrade and could have been done, pierside, at any time without a 4 year ‘modernization’ program.  Crew living space improvements have nothing to do with combat capability.  CANES appears to be a consolidation of existing networks – nice, but not a direct combat enhancement.

It’s also interesting to note the cost of the modernization.  At $150M, this is not a very extensive modernization by today’s cost standards. 

Given the limited scope of the modernization and the moderate cost, one can’t help but ask, ‘why did it require 4 years?’.  Well, as you now see, it didn’t.  The first three years were spent in inactive, idle status.  The actual work only requires a year and that’s probably stretching things out a bit.  The real purpose of the program was to idle as many cruisers as Congress would allow for as long as Congress would allow.  We’re trying to grow the fleet to 355 ships or so and yet we’re idling the most capable cruisers in the world.  Hmm …

Just recently, the Navy has, apparently, indicated its intention to cancel the cruiser modernization program:

The FY 2020 budget request also notes the Navy’s intention to cancel a planned cruiser modernization and life-extension program – which the service has asked to do previously and Congress would not agree to. (2)

What the Navy intends to do at that point is unknown.  We’ll have to wait and see Congress’ reaction to the Navy’s new plan but it’s unlikely to be positive.

In summary, the ‘modernization’ program was clearly a fraud intended to idle cruisers and, in that regard, the Navy has partially succeeded in bypassing Congress’ intent.  Where the program goes from here remains to be seen.




Update Jan-2020:  BAE Systems has been awarded a $175M contract to modernize USS Vicksburg's gas turbine propulsion system, restore crew habitability spaces, and support the installation of a new Aegis combat system, communication suite and CANES (Consolidated Afloat Network Enterprise System). Work is expected to be completed in July 2021.  Again, this violates the 2-4-6 Congressional mandate by several months to a year.  Vicksburg has been sitting idle since 2016 rather than undergoing modernization as the Navy claimed.  This was, clearly, a means for the Navy to idle cruisers rather than actually modernize them.  The described modernization contains very little in the way of direct combat capability improvements.

Idled Cruiser Update

The Navy has been trying for several years, now, to early retire the Ticonderoga class Aegis cruisers.  Presumably, the reason is to eliminate any potential competition with the Flt III Burkes that might threaten their funding.  Ironically, the Spruance class destroyers were retired and sunk to eliminate them as competition with the Ticonderogas!  The wheel turns full circle, I guess.

In any event, here are the specifics on the initial idlings via Defense News website.  Here are the ships that have been idled and the year they were idled or are scheduled to be idled.

As you recall, the Navy tried to block retire 11 of the 22 cruisers and Congress blocked that plan.  The Navy then came up with the fiction of “modernization”, which was simply an unofficial retirement, and Congress blocked that.  Ultimately, the Navy swore to Congress that they really would modernize the ships and return them to service and Congress responded by implementing a 2-4-6 law which limits the “modernizations” to two ships per year with completion mandated in four years and a maximum of six ships in “modernization” at a time.  So, four of the allowable six are now idled and, presumably, two more will follow suit in 2017.

Here’s the catch that the Navy, intentionally, hasn’t advertised.  When the ships come out of modernization they will replace retiring cruisers.  Thus, the four (next year, six) ships represent a net permanent decrease of four (next year, six) cruisers from the force.

It’s inconceivable to me that in the midst of declining fleet numbers and a stated desire for a 300+ ship navy, that we would early retire the most powerful surface warships in the world.

The crews of the ships are being disbanded.

“Once NAVSEA takes control, the ship will slim down from a 325-person crew led by a captain to a 45-person crew led by a lieutenant commander.” (1)

The Aegis cruiser fleet, once 22 ships, is now 18 ships and will drop to 16 next year, never to return.  China must simply be giddy with delight.  A Chinese secret agent inserted into the upper ranks of Navy leadership couldn’t do as much damage to the US fleet as we’re doing to ourselves.

Aegis Modernization

USNI News website reports that the Aegis cruiser Chancellorsville received the first Aegis Baseline 9 modernization upgrade (1).  Apparently, the work occurred in an approximate six month period during the latter half of 2012.  The ship, you’ll recall, was involved in the drone crash during subsequent system testing.

The interesting part of this is that the Navy has claimed to Congress that it needs to put the Aegis cruisers through a four year modernization program in order to upgrade them.  Instead, we see that the major portion of the upgrade, the Aegis Baseline 9, can be performed in six months or less.  To be fair, the Navy undoubtedly had other modernization action items in mind for the four year upgrade but, come on, four years worth of other “stuff”???  Again, to be fair, the Navy has never released a comprehensive list of planned modernization items - I seriously doubt that such a list even exists since the Navy has no intention of ever modernizing the ships.  Further, the astute among you may be wondering how the Navy can perform a mid-life nuclear refueling and comprehensive overhaul of a carrier in less time than a cruiser modernization.  This simply reinforces the suspicion (certainty) that the Navy’s cruiser modernization plan was a thinly veiled attempt to retire the ships prematurely.
