Who Needs a Navy When You’ve Got a P-8 Poseidon?

The Navy (and the US military) have received yet another miracle of technology from industry.  Boeing and Northrop Grumman have now simulated (they didn’t actually do anything but simulation is good enough – reality is never an issue) teaming between a manned P-8A Poseidon and unmanned MQ-4C Triton.[1]

The P-8A cued the Triton transit to a specific area. After receiving the request, the Triton autonomously planned and executed a transit to the area, employed sensors per the tasking, processed findings onboard, and reported results back to the P-8A Poseidon.[1]

So, the unmanned Triton flew to a waypoint and sent telemetry back?  Truly, the stuff of miracle and legend.  I’ve never even heard of “waypoints” … well, except for back in the 1970’s when that was just a routine capability … but to do that in a simulation instead of for real like we’ve done for decades is just a stunning achievement.  How do they come up with this stuff?
 
What does this miraculous development mean for the US?
 
Jane Bishop, vice president and general manager, global surveillance division, Northrop Grumman: “MQ-4C Triton and P-8A are the backbone of the U.S. Navy’s maritime patrol and reconnaissance force, delivering complementary capabilities unmatched by any other platforms. … Our commitment to pushing the boundaries of advanced technology ensures that the U.S. and allied nations operators maintain an unparalleled edge against evolving maritime threats.”[1]

“Unparalleled edge” !!!!  No other country in the world has the ability to fly waypoints and transmit data.  We are light years more advanced than anyone else.
 
This highlights the wonders of the P-8 Poseidon. 
The P-8A Poseidon is the world’s most advanced multi-mission maritime patrol and reconnaissance aircraft that provides anti-submarine warfare (ASW), anti-surface warfare (ASuW), intelligence, surveillance and reconnaissance (ISR), and search and rescue mission capabilities.[1]

So, …

  • ASuW
  • ISR
  • S&R


 
Why do we even need a Navy?  Half a dozen P-8s should suffice to win any war.

Just out of idle curiosity, is anyone getting tired of these constant announcements about miraculous technologies that have actually existed for decades?  To paraphrase:  Those that can, do. Those that can’t take old technologies and pretend they’re new.
 
I wonder how much we paid to simulate waypoints and data transmission?

Goodbye Triton?

As you may recall, the MQ-4C Triton UAV was going to solve all the Navy’s surveillance monitoring requirements.
 
The Triton is a large, high altitude, long endurance (30 hrs) UAV derived from the Global Hawk.  It was intended to team with the P-8 Poseidon under the Broad Area Maritime Surveillance (BAMS) concept.  Triton would conduct high altitude surveillance and the P-8 would focus on anti-submarine and anti-surface surveillance.

The first demonstration aircraft flew in 2013 and, ten years later, Initial Operating Capability was just announced.  Plans called for 70 aircraft to be produced.  Groups of 4 aircraft were planned to operate from 5 sites, keeping 20 aircraft in active operations at any one time. 
 
A USNI News article notes the wonders of Triton,
 
… Triton is poised to bring significant improvements that will increase its effectiveness in the battlespace, enabling our manned-unmanned team to maintain awareness in the maritime domain,” Rear Adm. Adam Kijek, the commander of the Navy’s patrol and reconnaissance group, said in the service news release. “The Indo-Pacific theater is the ideal arena to demonstrate the advanced capabilities that Triton brings to our Fleet Commanders and the nation.”[1]

This would certainly sound like amazing news if it weren’t for the fact that the Navy, having just declared IOC, is halting production and severely cutting the Triton inventory.
 
The IOC benchmark comes as the Navy looks to halt the MQ-4C line. The Fiscal Year 2024 budget proposal sought to buy the final two MQ-4Cs in the next fiscal year, drastically cutting the program of record from an original 70 airframes to 27, according to service budget documents.
 
“The MQ-4C Triton inventory requirement has been re-assessed by the Joint Requirements Oversight Council (JROC), which has modified MQ-4C Triton’s Capability Development Document (CDD) to reduce total inventory requirement,” the budget books read.
 
“The total number of aircraft are attributed to the program as 22 production, and 5 development … ” [1]

So, the Triton inventory is being cut from 70 to 22 production airframes.  In addition, the number of operating sites has been reduced from 5 to 3.
 
Why?
 
No explanation has been given.  My speculation is that the Navy has concluded, as has the Air Force, that large, slow UAVs are not survivable in the modern aerial battlefield – something they should have realized before development even began!
 
Does this sound eerily reminiscent of the LCS which the Navy is retiring almost as fast as they’re being produced?  Or, perhaps it reminds you of the Zumwalt which went from being the absolutely vital, future of naval warfare to being deemed entirely unneeded by the Navy in a matter of months?  Or, maybe it sounds like the brand new Mobile Landing Platforms (MLP) which the Navy attempted to retire, was thwarted by Congress, and was, instead, placed in Reduced Operating Status (retired in all but name)?
 
This is what happens when you produce assets without any Concept of Operations (CONOPS) – you quickly realize that they have no use and then you’re forced to dump them. 
 
Humiliating.

UAV Triton Costs

UAV proponents live in a magical world in which the UAV will blithely fly through enemy airspace undetected and unhindered and, even better, will cost nothing to build.  ComNavOps, of course, has pointed out the fallacy behind those fantasies.  Let’s face it, if you want F-35 type performance you’re going to pay F-35 type prices whether it’s manned or unmanned.  The incremental cost to include a pilot in an aircraft is relatively small and is offset by the greater instrumentation and communications needed and by the land based pilot which is still required.  In fact, the land based pilot and his control station and communications requirements actually increase the cost of a UAV over a manned equivalent.

Let’s take a look at some of the cost figures for the Navy’s MQ-4C Triton (BAMS - Broad Area Maritime Surveillance) as reported by USNI News website (1).

FY16  $558 (LRIP 1), 3 aircraft plus control station and facility
FY17  $563 (LRIP 2), 3 aircraft plus control station and facility

Both LRIP (low rate initial production) contracts include 3 aircraft plus 1 control station and facility.  That’s eyewatering even by F-35 standards at nearly $190M per aircraft.  While that’s not just the actual construction cost of the aircraft, it’s still a valid per-aircraft cost figure because the aircraft can’t fly without the control station and facility.

Before anyone brings up full rate production economy of scale, there won't be any.  The total production run is only planned to be around 60 or so.

UAVs are simply not the low cost item that proponents wish them to be!
