The unwillingness of the Managers to listen to bad news and to surpress it is unbelievable and is going to get people killed.<br /><br />I disagree that the Navy does not have people with teh expertise to find these issues. I have never seen that as a problem, it is the managers that refuse to listen becuase everything must remain rosy for them to get advanced.<br /><br />For example on a major software release on a Navy ship in development the Contractor's engineers faithfully reported that they had not tested and/or failed 15% of the that releases requriements. This was briefed at the TRR infront of the Contractor's management, Navy PM shop, and the Navy Certification team.
